Too easy

My daughter is 15 months old and this toy was too easy for her. It says 18+ months but i think its better for younger babies. I didn't even have to show my daughter what to do, i opened it and she put all the pieces in. Its also too easy to put the pieces in, i thought you'd have to push kind of hard to put the quills in but you dont. The quils are made of the same plastic a ball pit ball is made of of so kids are able to bite and squish them. From the pics i thought theyd be solid but they are hollow. Its an ok toy overall but my daughter wasnt interested in it after putting the quils on two times.
