Deceptive pricing, does not come with activated Windows

Turns out the version of Windows was never activated. So although it *works*, in order to be legal and to have full access to Windows, I have to purchase Windows 10. That makes the effective price significantly higher. The description stated it came with Windows, which is extremely deceptive
