Does not work as described

This product did not work as described- it is supposed to stage the tool and VAC; tool on, delay, VAC on; tool off, VAC off. It did not - both come on at the same time causing a large Amp surge and blown breaker. It does however turn off as described- tool off, VAC off delayed by 7sec.
