What's it doing? I was able to put it in and remove it from my cart.

Look up "slacklining." It's similar to tightrope walking but the webbing (instead of a rope) has elasticity so you can bounce on it. The ratchet allows you to control the amount of tension. Click on the video and you can see some cool tricks similar to bouncing on a trampoline but on a 2" wide line instead.
